Data Collection & User RightsQ-ALERT is committed to protecting the privacy of all users. This Privacy Policy explains what information we collect, how we use it, how it is stored, and your rights as a user. By using the App, you consent to the practices described in this policy.
1.1 β Information We Collect
We collect the following categories of information depending on how you use the App:
When you sign in using your Google account, we collect your display name and email address via Google OAuth. This is used solely for account identification and authentication. We do not access any other data from your Google account.
Display NameEmail AddressTo personalize your experience and improve incident report accuracy, users are asked to voluntarily complete a profile. The following information may be collected:
The App uses your device's GPS to detect your current barangay or LGU and display relevant hotlines. Location is processed on-device in real-time and is not continuously tracked or stored on our servers beyond what is necessary to process a submitted incident report.
When a user submits an incident report (available in LGU-subscribed areas only), the following may be collected and transmitted:
- βIncident description provided by the user
- βUser's GPS coordinates at time of report
- βTime and date of the report
- βAssociated profile information (name, barangay, mobile number) for LGU follow-up
1.2 β How We Use Your Information
- βTo authenticate your account and maintain your session via Google Sign-In
- βTo display the correct emergency hotlines for your detected location
- βTo store your profile for a personalized app experience
- βTo process and transmit incident reports to the relevant LGU dashboard
- βTo improve app performance, coverage, and hotline data accuracy
- βTo respond to support inquiries submitted by users
We do not use your information for advertising, profiling, or sale to third parties.
1.3 β Data Sharing and Disclosure
- βWith LGU Partners: Incident reports are shared with the relevant LGU through a secure dashboard. The LGU is responsible for handling such data in accordance with applicable laws.
- βWith Google: Authentication is handled by Google OAuth. Please review Google's Privacy Policy at https://policies.google.com/privacy.
- βWith Legal Authorities: We may disclose information if required by law, court order, or to protect user safety.
1.4 β Data Retention
- βGoogle account information is retained as long as your account is active.
- βProfile information is retained until the user deletes their account or requests removal.
- βIncident report data forwarded to LGU dashboards may be retained by those LGUs per their own policies.
- βCached hotline data is stored locally on your device and cleared by uninstalling the App.
1.5 β User Rights
As a user, you have the right to access, correct, or request deletion of your personal data. To exercise these rights, contact us at support@qalertapp.com. We are committed to compliance with Republic Act No. 10173 (Data Privacy Act of 2012).
1.6 β Children's Privacy
The App is not intended for children under 13 years of age. We do not knowingly collect personal information from children. If we become aware a child has provided data, we will promptly remove it.
Terms of Use
User Obligations & Permitted UseBy downloading, installing, or using QAlert, you agree to be bound by these Terms of Use. If you do not agree, please do not use the App.
2.1 β Acceptance of Terms
These Terms constitute a legally binding agreement between you and Q-ALERT. Use of the App implies full acceptance of these terms and all applicable Philippine laws and regulations, including Republic Act No. 10173 (Data Privacy Act of 2012).
2.2 β User Accounts
- βYou must sign in using a valid Google account to access certain features.
- βYou are responsible for maintaining the confidentiality of your account.
- βYou agree to provide accurate and complete profile information.
- βYou must not create accounts on behalf of others without authorization.
2.3 β Report Incident Feature
The Report Incident feature allows users to submit emergency situation reports to a live LGU dashboard. By using this feature, you agree that:
- βReports submitted must be truthful and made in good faith.
- βSubmitting false, misleading, or malicious incident reports is strictly prohibited and may be subject to legal consequences under Philippine law.
- βThis feature is only available in areas where the relevant LGU has an active subscription with Q-ALERT.
- βQ-ALERT does not guarantee response times or actions taken by LGU partners.
- βThis feature is not a substitute for calling emergency hotlines directly.
2.4 β Prohibited Use
You agree not to:
- βSubmit false or fabricated incident reports
- βReverse-engineer, decompile, or tamper with the App
- βImpersonate emergency services, government agencies, or other users
- βAttempt to gain unauthorized access to LGU dashboards or backend systems
- βRedistribute or commercially exploit the App or its data without written consent
2.5 β Intellectual Property
All content, design, code, and data within QAlert are the intellectual property of Q-ALERT. Unauthorized reproduction or distribution is strictly prohibited.
2.6 β Governing Law
These Terms shall be governed by the laws of the Republic of the Philippines. Disputes shall be subject to the jurisdiction of Philippine courts.
Data Accuracy Policy
Hotline Data & LGU CoverageQ-ALERT maintains a hotline database sourced from publicly available government and LGU information. Users must be aware of the following limitations.
3.1 β Nature of Hotline Data
- βHotline numbers are sourced from publicly available LGU and government information.
- βNumbers may change without prior notice from the relevant government agencies.
- βCoverage and accuracy may vary by region, city, or barangay.
- βIn areas without an active LGU partnership, only basic hotline reference is available.
- βSome areas may have incomplete, pending, or unavailable data.
3.2 β LGU Partnership Coverage
The Report Incident feature and live dashboard integration are only available in LGUs with an active subscription agreement with Q-ALERT. For all other areas, QAlert functions purely as a hotline reference tool.
3.3 β No Guarantee of Accuracy
Q-ALERT does not warrant that all hotline numbers are current, complete, or correct at any given time. Users are strongly encouraged to verify critical contact numbers through official government sources before relying on them in an emergency.
3.4 β Reporting Errors
Users are encouraged to report incorrect or outdated hotline numbers by contacting support@qalertapp.com. We will investigate and update the database as promptly as possible.

QAlert is an informational reference application and a community incident reporting conduit only. It is NOT an emergency dispatch system, a guaranteed emergency response platform, or a substitute for directly contacting emergency services. The App does not dispatch any emergency personnel and does not guarantee that LGU partners will respond to submitted reports.
4.2 β No Warranty

- βUninterrupted or error-free App operation
- βTimeliness or accuracy of location detection
- βLGU response to submitted incident reports
- βAvailability of the Report Incident feature in any specific area
4.3 β Limitation of Liability
To the fullest extent permitted by Philippine law, Q-ALERT and its affiliates shall not be liable for any damages arising from:
- βReliance on incorrect, outdated, or incomplete hotline data
- βFailure or delay of LGU partners to act on submitted incident reports
- βGPS or location detection failure under any conditions
- βUnauthorized access to user data despite security measures
- βAny injury, loss, or harm resulting from use or inability to use the App
4.4 β LGU Partner Responsibility
Q-ALERT provides the technology platform for incident reporting but is not responsible for the actions, response times, or conduct of LGU partners. Each LGU operates independently and is solely responsible for how they handle, act on, or store incident data received through the App.
4.5 β Emergency Advisory
4.6 β Not Affiliated with Government
Q-ALERT is an independent, privately developed application. It is not officially affiliated with, endorsed by, or connected to any Philippine government agency including the BFP, PNP, DILG, NDRRMC, or any LGU β regardless of existing subscription or partnership arrangements. LGU subscriptions represent a service agreement and do not constitute government ownership or official endorsement of the App.
4.7 β Data Privacy Act Compliance
Q-ALERT is committed to compliance with Republic Act No. 10173 (Data Privacy Act of 2012). We collect only the minimum personal data necessary for the App's functionality. Users who believe their data privacy rights have been violated may file a complaint with the National Privacy Commission (NPC) of the Philippines.
LGU Partnership Terms
For Subscribed Local Government UnitsThis section applies specifically to Local Government Units that have entered into a subscription agreement with Q-ALERT for access to the live incident reporting dashboard.
5.1 β Nature of the Partnership
LGU partners are granted access to a secure online dashboard displaying incident reports submitted by QAlert users within their jurisdiction. This is a technology service arrangement and does not constitute a formal government endorsement, joint venture, or agency relationship with Q-ALERT.
5.2 β LGU Data Responsibilities
By subscribing to Q-ALERT's reporting platform, LGU partners agree to:
- βHandle all received incident data in compliance with the Data Privacy Act of 2012
- βUse incident data solely for emergency response and public safety purposes
- βNot share, sell, or redistribute user-submitted incident data to unauthorized third parties
- βImplement appropriate security measures to protect dashboard access
- βNotify Q-ALERT of any data breaches involving incident data received through the platform
5.3 β Feature Availability
The Report Incident feature is automatically enabled or disabled based on whether the user's detected LGU has an active subscription. Q-ALERT reserves the right to modify, suspend, or terminate any LGU's subscription at any time for violation of these terms.
5.4 β No Guarantee of Uptime
Q-ALERT does not guarantee 100% uptime of the dashboard or reporting pipeline. LGUs are advised not to rely solely on the QAlert dashboard as their primary emergency data intake system.
